This service allows you to complete the application to begin the preliminary procedure to determine the cases in which it is appropriate to allow the retirement age to be brought forward in the Social Security system by applying reduction coefficients, as established in Royal Decree 402/2025 of 27 May.

About this procedure

Who it is aimed at

The most representative employers' and trade union organisations, if the group affected is made up of employees.

Professional associations representing self-employed workers and the most representative employers' and trade union organisations, in the case of self-employed workers.

The most representative trade union organisations and public administrations, in the event that the procedure affects public employees.

Workers employed by another person or self-employed workers, as well as public sector employees, acting in their individual capacity, shall NOT be entitled to request the initiation of proceedings.

What does it allow you to do

Complete the application to begin the preliminary procedure to determine the cases in which it is appropriate to allow the retirement age to be brought forward in the Social Security system through the application of reduction coefficients provided for in Royal Decree 402/2025 of 27 May.

The use of this specific application form will be mandatory, in accordance with the provisions of Article 66 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.

What you need to do it

Be a legitimate party to request the initiation of the procedure as a public administration, when the procedure affects public employees, business organisations, trade union organisations and professional associations representing the corresponding group, having to accredit their representativeness in accordance with the provisions of Article 10.2 of Royal Decree 402/2025 of 27 May, by means of proof of their registration in the relevant Register.

Where they do not comply with the provisions of Article 11 of Royal Decree 402/2025 of 27 May, or where they are submitted in relation to groups falling outside the scope of application set out in Article 3 of this Royal Decree – except in the latter case, for the purposes of the review referred to in Article 9 of the Royal Decree and under the terms set out therein – applications shall not be accepted, and a decision to reject them shall be issued.

To be taken into account

The application must be submitted electronically through the Common Electronic Register of the General State Administration addressed to the Directorate General for the Organisation of Social Security (DGOSS).
