Right to choose in Health Care < Go back

This service allows you to opt for the right to health care under a different title from the one already recognised, provided that you are in one of the situations detailed in the application.

About this procedure

Who it is for

  • People who have the right to health care recognised by the Public Health System as holders and wish to opt for health care as beneficiaries of a holder of the Social Security System or of a holder of a Special Regime for Civil Servants (MUFACE, MUGEJU, ISFAS) and who are also in one of the following situations: have exhausted their unemployment benefit or subsidy; have signed a special agreement; are on leave of absence; are a holder due to residence in Spain; and also, in the case of wishing to opt for one of the Special Regimes for Civil Servants, are receiving a widow's, orphan's, family pension or SOVI pension, or are a minor with a disability equal to or greater than 33% or are in a situation of deferment.

  • People who have the right to health care recognised by the Public Health System as beneficiaries of a holder of the Social Security System and want to opt for health care as beneficiaries of a holder of a Special Regime for Civil Servants (MUFACE, MUGEJU, ISFAS).

  • People who have the right to health care recognised by the Public Health System as widowed or orphaned pensioners, or pensioners in favour of family members of the Social Security or SOVI pensioners, or as minors with a disability equal to or greater than 33% and wish to opt for health care as widow's or widower's pensioners, orphan's pensioners or pensioners in favour of family members of a Special Regime for Civil Servants (MUFACE, MUGEJU, ISFAS).

What you can do

  • Make an application via the Electronic Register to opt in to the mode of access to the right to healthcare.
  • Download and attach the application form.
  • Attach documentation.

What you need to do it

  • Have software that enables you to fill in and save the application form, to attach it later.
  • Fill in and attach the application form.
  • Attach copies of all documents detailed in the instructions.

Please note

If you are logging in with a Username + Password (permanent Cl@ve), in order to guarantee a higher level of security, you will be sent an SMS code to the mobile number that you provided at the time of registration. You must enter this code in order to sign the communication in the Electronic Register.

If you are acting as a representative, you must attach the standardised representation form, which can be found next to the application form in the attached documents section, or any legally valid document that is proof of the representation.

In the case of powers of attorney, they must be registered in the Electronic Register of Powers of Attorney.

Your connection has a time limit. Therefore, if your session times out while filling in the application form you have to restart the session and complete the items pending.

The total size of the documents to be attached must not exceed 10 Mb.

Next steps

Once the process has been completed, you will receive a "proof of receipt" in PDF format.

If you do not receive the confirmation message, or if you receive an error or failed sending message, you should resubmit the application at another time or use other channels.

The INSS will send proof of entitlement to the interested party's e-mail address.
